Abstract: Infrastructure development and economic growth are mutually reinforcing, as infrastructure development plays a vital role in wealth creation. Infrastructure is at the core of good governance and in turn impacts the standard of living of the people. &#xD;
&#xD;
The condition of infrastructure planning in Nigeria is in a deplorable state and hence good and sustainable infrastructure planning is needed in Nigeria not only to serve as a catalyst for economic growth.&#xD;
 &#xD;
In this project scenario infrastructure planning for sustainable livelihood, the current situation of infrastructure in Nigeria was analysed and ways of tackling the challenges identified were projected. Different plausible approaches were analysed using  social, technology, economy, environment and political  (STEEP) categories of infrastructure as the object for creating planning scenarios.&#xD;
Finally, two different scenarios, 1 and 2 were used applying C54 and C53   respectively for the purpose of selecting the best assets combination to  plan infrastructure for sustainable livelihood.

Abstract: Abstract: Burstiness has a great influence on network architectures as well as network dimensioning. Hence,&#xD;
the knowledge of the different traffic models goes a long way in helping the network designer to make good&#xD;
choices concerning end buffer parameters, protocol selection as well as functional specifications, and QoS&#xD;
parameters. This paper takes a comparison of three traffic models- the Interrupted Poisson Process, the&#xD;
Interrupted Bernuolli Process and the ON-OFF traffic model with constant distribution. The comparison is&#xD;
based on buffer occupancy, cell delay and utilization; with the aim of investigating the economic implications of&#xD;
using these traffic models. The results of the simulation show that the ON-OFF (Constant distribution) and the&#xD;
IPP have similar impacts which are far better than that of the IBP</summary>

Abstract: Abstract: This paper reviews some of various research carried out over the last decade in the area of Automatic Speech Recognition (ASR) and discusses the major themes and advance made in the last decade of research, in order to show the outlook of technology and an appreciation of the fundamental progress that has been achieved in this weighty area of speech communication. Over period of research and development, the accuracy of automatic speech recognition remains one of the important research challenges such as variation of the context, environmental condition, speaker’s variation and poor-quality audio. The design of speech recognition requires careful attention to the following issue: Definition of various types of speech classes, speech representation, techniques, database and performance evaluation. The history, challenges of speech recognition system and various techniques to solve these challenges constructed by various research works have been presented in a chronological order. The objective of this paper is to compare and summarize well know approaches used in various steps of speech recognition system.</summary>

sensor networks is the issue of how to extend the lifetime of sensors to improve the efficiency. In order to reduce&#xD;
the rate at which the network consumes energy, researchers have come up with energy conservation techniques,&#xD;
schemes and protocols to solve the problem. This paper presents a brief overview of wireless sensor networks,&#xD;
outlines some causes of its energy loss and some energy conservation schemes based on existing techniques used&#xD;

Abstract: The mobile telecom industry currently represent the fastest growing sector with emphasis on mobile data services. In general, the flexibility provided by mobility has satisfied users of current wireless networks, despite the extraordinary success of the cellular mobile telecommunications industry. However, the industry is still encountering various problems such as frequent call drops&#xD;
and lack of or inadequate service coverage areas. This paper discusses the simulation of a telecom network that is fault tolerant based on the failure scenarios examined. Two mobile networks were designed and simulated for fault tolerance. The first design is a mobile network connected directly to a&#xD;
SGSN (Serving GPRS Support Node) to serve as a non-fault tolerant mobile network. The second design adds a base station sub-system (BSS) into the network to form the fault&#xD;
tolerant design. Various parameters were used to measure&#xD;
the effectiveness of the designed networks including queuing delay, received power and the received throughput as the base station controller routes the packets from the mobile&#xD;
station to the SGSN and the packets from the SGSN to the receiving station. Our simulation results indicate that the addition of BSS increases the efficiency and the effectiveness of a mobile telecom network</summary>

Abstract: This paper discusses the design and prototype&#xD;
implementation of a multi-powered uninterruptible power supply system using a microcontroller. The system consisted of three basic units: the battery charging unit, the automatic switching unit and the inverter unit. The battery charging unit has components such as AC power, solar panel, a&#xD;
battery and the charging circuitry. The automatic switching unit includes the micro-controller and MOSFET switches to regulate the charging from multiple sources as well as&#xD;
switching from the power supply from AC to battery and vice versa. The inverter unit includes the transformers and other power electronic components to convert DC to AC&#xD;
power. Voltage and current measurement of our power supply output indicate optimal performance within expectation. Also, the battery charged faster with AC than solar power. We intend to further explore the use of miniaturized components to make the entire system smaller.</summary>

the advances that have been made to reduce vertical handover (VHO) latency for successful handover especially&#xD;
in heterogeneous network environments. Video streaming and voice conversation across different network&#xD;
environment could pose serious challenges to the quality of service during handover. This is the reason why it is&#xD;
imperative that mechanism for maintaining quality of service during handover is considered seriously. This&#xD;
investigation is aimed at adopting a VHO Mobile IP schemeto Furtherreduce handover latency in&#xD;
heterogeneous wireless networks composed of WLAN and GPRS or 3G networks for increased QoS for video&#xD;
and voice streaming. An enhanced hybrid scheme of Bi-mSCTP method with Mobile IP implementation,&#xD;
internetworking handover issue can be resolved and the handover Latency is reduced drastically to an accepted&#xD;
level for quality voice and video streaming. This approach reduces packet loss during handover and as a result&#xD;
the end user can get services continuously with minimal packet loss. The objective of this paper is to analyze the&#xD;
approach of hybrid scheme of Bi-mSCTP for real time traffics such as voice and video.&#xD;

Abstract: The University has peculiar network needs that must be met for effective dissemination of information. A network allow sharing of files, data and other information giving authorized users the ability to access information stored on other computer on the network. The Campus Area Network (CAN) is still faced with so many problems with the ever increasing demand of computer network due to inadequate fault tolerance. In this paper, fault tolerance was simulated using redundancy and its effect in a network investigated. In order to improve network reliability, information about a CAN was gathered and the problem analysed. The analysis was used in formulating a CAN model.&#xD;
Also statistics were collected for evaluation and effectiveness of the model. It was investigated that the Database server&#xD;
response time with fault tolerance and non-fault tolerance are 0.52sec &amp; 0.97sec respectively which gradually reduces gradually to a constant values of 0.28sec &amp; 0.33sec respectively. The File server response time for both fault tolerance and non-fault tolerance are 2.4 sec &amp; 3.4sec&#xD;
respectively initially and then reduces gradually to a constant value of 0.75sec &amp; 1.8sec respectively. Furthermore, Hypertext transfer protocol server response time for both fault tolerance and non-fault tolerance are 3sec &amp; 3.5sec respectively initially which reduces gradually to a constant value of 1.7sec &amp; 2sec respectively. We present in this paper the simulation and analysis of a fault tolerant CAN in the OPNET Modeller environment.</summary>

Abstract: Computer graphics has wide range of applications which are implemented into computer animation, computer modeling e.t.c. Since the invention of computer graphics researchers haven’t paid much of attentions toward the possibility of converting oral tales otherwise known as folktales into possible cartoon animated videos. This paper is based on how to develop cartoons of local folktales that will be of huge benefits to Nigerians. The activities were divided into 5 stages; analysis, design, development,&#xD;
implementation and evaluation which involved various processes and use of various specialized software and hardware. After the implementation of this project, the video characteristics were evaluated using&#xD;
likert scale. Analysis of 30 user responses indicated that 17 users (56.7%) rated the image quality as excellent, the video and image synchronization was rated as excellent by 9 users (30%), the Background noise was rated excellent by 18 users (60%), the Character Impression was rated Excellent by 11 users (36.67%), the general assessment of the storyline was rated excellent by 17 users (56.7%), the video Impression was rated excellent by 11 users (36.67%) and the voice quality was rated by 10 users (33.33%)&#xD;
